AI for Everything - But Democracy.

Today, Big Tech and authoritarian regimes dominate AI - prioritising surveillance, profit, and control over democratic values. Europe invests heavily in AI, but, like China and the US, mostly for military, security, and corporate competitiveness - not for citizen empowerment.

Recent EU strategies - Democracy Shield, AI Continent Action Plan, European Tech Sovereignty Package - are important steps, yet none integrate their ambitions into a cohesive, accessible framework for digital participation.

  • Democracy is excluded as a strategic AI sector.
  • Civil society has no seat at the AI governance table.
  • Civic tech tools exist but are scattered and unknown.
  • Public administrations lack accessible, AI-powered solutions for engagement.

How We Make Civic AI Operational.

A CERN for Artificial Intelligence: Publicly Owned Compute, Data and Research Infrastructure for Europe

A European AI infrastructure that connects supercomputers, AI Factories and research centres, while staying open to researchers, civic technologists, small innovators and public administrations.

How it works
  • Connect existing and emerging compute (EuroHPC, AI Factories, Gigafactories), high-quality data (Data Spaces, High-Value Datasets) and public research centres.
  • An open, interconnected infrastructure, under a harmonised, research-centric governance model.
  • €100 billion between 2027 and 2032, building on the upcoming InvestAI Strategy and public-private partnerships.
Sixty years ago, Europe pooled its resources to build CERN. AI needs the same leap - open, shared, and publicly owned.

A European Sovereign Fund For AI

A sovereign fund built on the data Europeans generate every day, financing public AI infrastructure and channelling the returns back to the public that generated them.

How it works
  • Seed the Fund with €10 billion from the 2028-34 EU Multiannual Financial Framework.
  • Sustain it long-term with 2% of European taxes on data-intensive revenues.
  • Channel returns into public-interest ownership models, funding the CERN for AI and the wider Civic AI Ecosystem.

Civic AI Assistant: A “Democracy GPS” for Europe

A multilingual AI Assistant that acts as a single access point to all EU civic-participation tools, from Have Your Say to the ECI portal. It guides citizens through laws, consultations, and funding in plain language.

How it works
  • LLMs + RAG to retrieve accurate, up-to-date info.
  • Neutral by design - no persuasion, no profiling, no hallucinations.
  • Runs on EU-compliant, federated infrastructure (AI Factories, EuroHPC, EuroStack, EuroLLM, etc.)
European democracy shouldn't require a PhD to navigate - the Assistant is a democratic equaliser.

Democracy Data Commons: A Public Data Layer for Europe

A secure, federated infrastructure - on a European cloud - for storing, sharing, and donating data. Supervised under EDPS standards, it treats data as a public good, not a corporate asset.
