Every week brings a new frontier model, a new billion-dollar defence contract, a new surveillance deal. And every week, citizens are asked to accept, adapt and consume, never to decide.
Today's AI debate offers two models, and neither was built with you in mind. In the United States, AI is built around the individual as a consumer: your data is monetised, and your attention is sold to the highest bidder. In China, AI is built around the individual as a political subject: a tool of the state, for the state, to monitor, predict and pre-empt. Some companies have taken this logic even further, treating democratic accountability itself as friction to be engineered away.
Europe has a third option, and it's the one worth fighting for: an AI built around, and by, the citizen. Someone who governs, not just someone who is governed or sold to.
The Four Demands of the Initiative.
A European Civic Artificial Intelligence
A public, decentralised, open-source and environmentally sustainable AI ecosystem, trained on data the public can inspect and aligned to democratic values, not engagement metrics.
A “CERN for AI”
€100 billion in EU investment between 2027 and 2032, to unify Europe's supercomputers, AI Factories, cloud facilities, data spaces and research centres into one shared, publicly owned infrastructure, open to researchers, civic technologists and small innovators, not reserved for a handful of companies.
A European Sovereign Fund for AI and Data
Seeded with €10 billion of the EU's Digital Leadership funding, matched by private capital, and sustained long-term through a 2% levy on data-intensive revenues from Big Tech, data centres and AI factories. The returns, financial and democratic, go toward cooperatives and public-interest ownership, not concentrated shareholder power.
An open, decentralised, environmentally sustainable model for technological development
Open-source and interoperable by default. Organised around federation and subsidiarity, not centralisation. Built on renewable energy. Co-designed with citizens from day one.
